1. Background: SEE Change Net is a regional, virtual think-tank, which exists with a goal to support the development of fact-based research and advocacy, for a sea change in policy and practice, towards a more sustainable development in South East Europe. In the past year, SEE Change Net has been the leading partner in a project meant to bring a new perspective to the countries of South East Europe when it comes to implementing and strengthening energy policies – SEE SEP (South East Europe Sustainable Energy Policy). SEE SEP is a multi-country, multi-year program which has 16 CSO partners from across the region with financial support from the EC, Balkan Trust for Democracy and UNDP.
The redesigned website of SEE Change Net should provide a clearer image of the SEE Change Net Foundation’s mission and activities, and also serve as a multi-project platform to host and give clear insight into a number of different projects (SEE SEP, No Coal (ECF), Landscape Architects Association, etc.) The new website should integrate all of these projects into a coherent and understandable whole, but also provide he possibility to observe them separately and reach them in a clear and simple way. The new website should have a simple and attractive design, be easy to navigate and be open to user feedback.
SEE Change Net is now looking for a website designer and programmer to carry out the effort.
2. Scope of Service:
- Assessing the current SEECN website structure and contents for ease of accessibility, quality of contents, user-friendliness, ease of maintenance/update, information retrieval, etc.
- Meeting(s) with designated SEECN staff, collectively and individually, to identify expectations and features for a redesigned website.
- Conceptualizing and proposing at least 3 significantly different layouts/versions of how the redesigned web site would look like.
- Designing the website structure, taking into account the current sections, new sections, and special requirements.
- Technical design and development of functionalities on the website.
- Recommendations for backup/restore plan.
- Designing and establishing anti-hacker and antivirus plan for the website.
- Recommendations for software, hardware and other back-end applications related to web development.
- Being on disposal for eventual problem solving procedures in the future, after the new website is published.
3. Basic Requirements for Redesigned Website:
- New and visually attractive layout with interactive elements
- New and innovative solution for existing sections
- Innovative and clever solution for new planned sections of different projects
- Design should accommodate the ability to host an interactive presentation such as the one on My 20 50 Calculator: http://my2050.decc.gov.uk/.
- Possibility for SEECN staff to easily post on website
- A modular and open source, easy to use and secure CMS (i.e. Wordpress)
- SEO optimization
- Possibility to add potential new sections and subpages if necessary in the future (for example, blog)
- Possibility to easily share content on social media (Facebook, Twitter, YouTube...)
- Being on disposal for possible changes or help after the redesigned website is active
4. Qualifications/selecting criteria:
- Proven and solid knowledge and experience in website design and programming
- Proven and solid knowledge on website security and website hosting service
- Fluent in spoken and written English

Background: The SEE SEP project is a multi-country, 2-year program which has 18 CSO partners from SEE region and the EU, with financial support from the European Commission, Balkan Trust for Democracy and UNDP.
The goal of the SEE SEP project is to empower CSOs and citizens to better influence policy and practice towards fairer, cleaner and safer energy future in SEE.
The SEE SEP partners organise meetings and events in Brussels, EU Member States and Western Balkan countries to monitor and influence policy developments, provide research and bring new arguments in the debate, inform and mobilize citizens, and discuss thematic issues relating to low carbon energy future of the Western Balkan countries which is aligned with EU standards and norms.
Purpose of the Interim Evaluation: The SEE SEP project has been operating since December of 2012. It has faced many challenges and had some significant successes in spite of and because of its large and diverse set of partners and complex operating environment; the purpose of the Interim Evaluation is to provide a deep and comprehensive evaluation of the results of the project and lessons to be applied in the final year and in potential future 2-year cycle of the SEE SEP project.
Specific objectives:
- To identify the results of the SEE SEP project;
- To assess the management of the project;
- To assess the strengths and opportunities for each partner organization;
- To assess the governance structure and collaboration mechanisms inside the project;
- To identify challenges in the implementation of the project;
- To list recommendations for improvement of the project’s impact and effectiveness;
- Identify perspectives on priorities for 2015-2017 cycle project application.
Outputs: The consultant will provide an evaluation report of maximum 25 pages including a one and a half-page executive summary of key findings and recommendations. The evaluation report should include sections that reflect objectives listed above broken down by country and organisation, plus any relevant additional sections.
Delivery: The first draft of the report will be provided no later than 11th April. The final report will be delivered by end April.
Activities: The evaluator should carry out the following activities:
- Review of SEE SEP documents, including official project documents, SEE SEP reports, and background documents for SEE SEP meetings and events;
- In depth interviews with the SEE SEP project management team and partners;
- Additional interviews with a selected list of relevant stakeholders (civil society, national and EU policy-makers).
The evaluator should also partake in a 3-day workshop that will take place in the first week of May, to support the reflection and strategic planning of the SEE SEP partners.

Background:

The contribution of the SEE SEP project will be to empower CSOs and citizens to better influence policy and practice towards fairer, cleaner and safer energy future in SEE.
By using specific tools for energy modelling and by linking the intelligence of existing work related to the national and regional roadmaps, the SEE SEP partners will build and introduce a coherent set of plausible bottom-up scenarios that deliver 2050 GHG emissions reductions targets. Through strategic advocacy and monitoring, the SEE SEP network will raise awareness of impacts of current energy policy vs. alternative, low carbon, sustainable policy for citizens and their future generations.
The SEE SEP’s energy modelling and scenario building is being developed around a model created by The UK Department for Energy and Climate Change (DECC), called OPE2RA – Open Source Prospective Energy & Emissions Road Mapping. The SEE SEP team has been further assisted by Climact, an international consultancy with extensive experience in OPE2RA based energy modelling (Belgium 2012, World Calculator).
The SEE SEP team is now looking for local/regional experts to assist in the effort.

Duties and Responsibilities:
|
|
The expert will work to support the energy modelling effort of the SEE SEP modelling team (CSO partners from Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, Serbia), by providing expertise and assistance in the following areas:
-
Prepare a detailed work- plan and consultation/coordination framework together with the SEE SEP modelling team coordinators;
-
Support the SEE SEP modelling team in data collection and other data issues – including challenges in obtaining and consolidating base year data such as incomplete data available for a single year, overlapping data with difficulties in disaggregation, data from different sources which differ substantially, lack of reporting of methodologies used for data collection, different levels of disaggregation of data for different sectors, etc.;

Support the SEE SEP modelling team in emissions estimates based on IPCC’s 2006 guidelines for National Greenhouse Gas Inventories (country, fuel, region or activity specific emissions factors are often not available);
-
Support the SEE SEP modelling team in deployment of internationally recognized energy statistics e.g. IEA in order to address data inconsistencies (quality and accounting methods) across the region and to produce regionally compatible and comparable data sets;
-
Provide input for refinement of the analysis and energy and emissions mitigation measures in demand and supply-side sectors till 2050 (main drivers of future demand, behavioural and technology information, future technology options, fuel substitution, etc.), and support preparation of related cost estimations;

Archive and document all inputs and communications;

Ensure the timely and effective management of the activities as scheduled.

Travel:
Although a major part of communication and exchange will run online, there is a possibility of one or more short-term field missions (up to 3 days) to support the analytical work of the SEE SEP modelling team members and/or partake in capacity building workshop.
Duration of Assignment:
The assignment is estimated to be completed in max. 12 days within a period of 3 months (March – May 2014).

Communication Officer at SEE Change Net

Background
South East Europe Sustainable Energy Policy (SEE SEP) is a 4 year, network based, EC and BTD funded programme whose main aim is to enhance the collaborative capacity of CSO networks and empower citizens to engage in fact based dialogue with key decisions makers to influence policy and practice for a more sustainable energy system in South East Europe, aligned with key EU Policies and Directives.
Description of duties:
The communications officer (CO) will be leading the co-ordination and roll out of communications efforts of both the SEE SEP Partners and the Lead Partner in relation to a more sustainable energy policy for South East Europe.
Main duties:
1. Online and offline communications products:
• Together with NGO partners and knowledge institutes ensure that technical knowledge on People Centered Sustainable Energy values is translated into understandable communication and promotional materials (policy briefs, brochures etc.).
• Write and edit the web-based information on our work for website and other social media platforms.
2. Regular reporting on advocacy and communications achievements. Support strategic development of our advocacy and communications:
• Coordinate review and analysis of relevant policy and planning processes,
• Develop and coordinate implementation of a policy and communication strategy
• Develop and maintain relations with governments, civil society, EC & EU Institutions and private sector stakeholders
3. Media outreach:
• Develop and maintain relations with a network of journalists and other media.
• Identify and develop media outreach opportunities; develop press releases.
• Support outreach by the WI-IP spokesperson (director) through media and policy platforms.
Profile
The successful candidate is an self-starter, creative thinker, with a passion for communicating in bite sized digestable messages issues around people centered sustainable development.
S/he is an experienced networker who knows his/her way in policy environments and who is able to work in a creative way to bring fact based knowledge to the attention of the citizens of the region, policy makers and other stakeholders.
Qualifications and Experience
Essential:
• A basic degree, with extensive Policy/ Communications experience.
• Demonstrated track record in managing campaigns at a strategic level and ability to work in a multidisciplinary team, in an regional environment.

• Excellent communication skills in at least one language of the region (oral and written) with fluent English (oral and written).
