Comments on the High Level Reflection Group report

A group of 20 NGOs have recently published a document Comments on the High Level Reflection Group of the Energy Community Report ‘An Energy Community for the Future’. Authored by Malgorzata Smolak and Barbara Skardzinska (Client Earth, Poland), Aleksandra Bujaroska (Front 21/42, Macedonia) and Garret Tankosić-Kelly (SEE Change Net, Bosnia and Herzegovina), the joint comment calls for an effective revision of the Energy Community Treaty to include more of the EU’s environmental legislation.

In order to encourage more environmentally and socially acceptable investments, the NGOs welcome the recommendation of the High Level Reflection Group that the Energy Community should support countries with their energy strategies by bearing in mind long-term EU climate and energy goals and applying the best available European standards.

“Weak enforcement mechanisms are one of the major obstacles for implementation of the Energy Community acquis communautaire. Having in mind this obstacle we agree with the recommendation of the HLRG that the Secretariat’s enforcement mechanisms should be strengthened”, the NGOs have stated, and emphasised that Energy Community should commit to full transparency in terms of publishing reports, strategies and analysis before decisions are made based on them.
